10/27/09 Meeting Minutes
Call to order:~ P. Andersen called the meeting to order at 7:12 PM.
Present:  P. Andersen, L. Centola, K. Demers, M. Drobney, C. Jordan, P. Pribula, M. Schreiber, R. Shabot. LC is seated for PP who arrived later in meeting.
Approval of 8/25/09 minutes: Motion:KD/ MD. 4 Ayes, 3 abstentions: RS, LC, PA. Amendment to minutes: Protecting Family Farms & Forest Workshop: There will be a mailing to Willington landowners who own more than 25 acre parcels.
 
Present to speak: NA.
Treasurers Report: Motion: KD/RS WCC will reimburse P Andersen for expenditures for materials for FRP-DS park repairs and sign materials for Willington Heights open space parcel. The amount of the expenditure is under $50.00.Unanimous.
Old Business
FRP-DS:
Trails Report: Trails maintenance was the agenda item for Park Day (10/17/09). Woodchips were spread on trails and bridges were built, repaired and rerouted on Julia’s Trail
Girls Scouts: A local troop has been in touch with Pam Wheeler of the Garden Club to continue their work in FRP-DS. The work is slated for spring 2010.
Burma Road: Tabled.
Willimantic River Alliance: ~Preparation of filing for National Scenic River designation  for the Willimantic River has begun. There is a large tree blown down near the Peck’s Mill Site. There is a safety concern for boaters approaching this spot on the river and having the proper clearance to avoid the tree. (See Peck’s Mill)
Town Development: No news.
CC Website Development: LC will be continuing updates on the website.
Open Space /Easement Monitoring: Willington Heights Management:  The town road crew removed 4 truckloads of material from the Willington Heights Management area. Signs have been posted and law enforcement is now aware of the management site’s rules and regulation.
Willimantic Greenway: Pecks Mill Site There will be a visit to the site to assess the situation mentioned in WRA agenda item. (See WRA)
Protecting Family Farms & Forest Workshop Report: There was good attendance at the workshop. Speakers were well received and informational packets were available.
Knowlton Purchase: Final filing of papers has not occurred. The monies for the purchase are still available and waiting final approvals.
PZC Subdivision Regulations: No news.
Willington Flea Market Report: There was improved attendance by commission members and the public was interested in the  prepared displays.
CIP Request for FY 10-11: CJ will prepare the paperwork for this  annual request using previously accepted format
Other:  None.
New Business
Communications: 1. Article material selection for “The Willington Word” was discussed. 2. There will be no change to the meeting schedule of WCC for 2010. 3. C Jordan, M Drobney and L. Centola’s commissioner terms will expire in 12/09. All agreed to extend their terms.
Other: WCC will provide a letter of support to the Willington Historical Society concerning the proposed location of a telecommunications tower near the Willington Historical District. Approval of letter was unanimous with RS abstaining.
Next Meeting Date: The 11/24/2009.
Adjournment: On a motion by CJ/KD at 8:55 pm.  So moved.
